    I found some cloth napkins at Savers thrift store for a good price.  I am now using these instead of paper ones.

    I had a some water from my sink with a glass cup, does that count as a meal that created no waste?

    No real barriers in the US as the water system is regulated more than the water in bottled water.  We drink bottled water because its easy.  So the only barrier i guess would be our own laziness to wash and use the same bottle.
